You do not have standing permission to tamper radically with the weather, for example. You can have a small squall come up if you wish (just as long as we're not in the middle of a drought!), but a hurricane needs permission. Anything which affects only your own character, be it romancing, maiming, driving slowly insane . . . you may run as you wish.
